Biobased Products: Understanding Certification and BioPreferred Status Using Reichhold Resins as Intermediates in Biobased Products ________________________________________________________________________________________________________________________________________________________________________________________ BENEFITS OF BioPreferred® STATUS BIOBASED MATERIALS, CLASSIFIED • “Biobased Materials” are defined as finished commercial or industrial products that are composed, in whole or in part, of biological products, including renewable agricultural materials or forestry materials (Section 9002 of FSRIA 2002) Biobased materials can come from several renewable, natural sources, including: The US Department of Agriculture (USDA) ® manages the BioPreferred Program – Created by the Farm Security and Rural Investment Act of 2002 (2002 Farm Bill) – Expanded upon in the 2008 & 2014 Farm Bills – Founded with the intent to increase the purchase and use of biobased products – Supported and enforced by Executive Order 13514 “Leadership in Environmental, Energy and Economic Performance” 10/8/2009 Receive preference over non-biobased products in the federal marketplace if product falls into predefined category and meets minimum biobased requirements ® – Currently, there are 97 BioPreferred designated product categories for preferred federal purchasing • http://www.biopreferred.gov/BioPreferre d/faces/pages/ProductCategories.xhtml – If no predefined category exists, gives consumers a biobased option for same application ALL federal agencies & contractors must participate and evaluate biobased products according to defined categories – Where the purchase price of the item exceeds $10,000 – Where the quantity of such items (or of functionally equivalent items) purchased during the preceding fiscal year cost a total of $10,000 or more – Federal government purchases over 500 billion items a year Individual products can be listed in the ® BioPreferred catalog – http://www.biopreferred.gov/BioPreferred/fac es/catalog/Catalog.xhtml • BioPreferred is a Registered Trademark of the United States Department of Agriculture Two separate initiatives of the program: 1) Federal procurement preference – USDA identifies categories of biobased products with specific minimum biobased content % 2) VOLUNTARY labeling program – Testing done by evaluating organic carbon content of the material (tested by ASTM D6866) – Outside lab testing fee is ~$400/product – To qualify: must meet minimum biobased content for a predefined category or general minimum of 25% if product’s category has not yet been identified Products indicated by the symbol are eligible for preferred federal procurement Products indicated by the symbol are USDA Certified Biobased Products, with a specific amount of renewable carbon content Sustainable raw material based products are attractive – Help create jobs and secure the future of rural America – Use of biobased products manufactured from domestically produced biological feedstock helps to reduce our dependence on imported energy sources – Products from biologically produced carboncontaining material reduces the amount of new carbon released into the atmosphere, thereby enabling better management of the carbon cycle 919-990-7500 ● 800-448-3482● P.O.
