Two similar oscillators are used as Reference and DUT. Plotted phase noise is the combined noise of both oscillators and the residual noise of the test set-up. Close-in phase noise of DUT is at least the plotted phase noise; typical value is 3dB less (assuming similar noise on Reference and DUT).
