Since then, they have amended their regulation several times to include new product sub-categories and to lower some previously established limits. Provisions of a recent amendment went into effect 12/31/06 including VOC limits for adhesive removers, electrical cleaners and graffiti removers, among others. > The OTC board developed a Model Rule for VOCs in Consumer Products that set VOC limits for various categories of consumer products. States that have adopted the model rule include Delaware, District of Columbia, Maine, Maryland, New Jersey, New York, Pennsylvania and parts of Virginia. > New Hampshire adopted the OTC Model Rule > Composed of states that border Lake Michigan (Indiana, Illinois, Michigan, Ohio and Wisconsin).
