Cooper Products, Expertise and the ARRA The American Recovery and Reinvestment Act (ARRA) is meant, first and foremost, to stimulate the economy. Buy America Act (US Code, Title 49, Section 5323(j)) The Buy America Act applies only to grants issued by the Federal Transit Administration and Federal Highway Administration for transit-related procurements in excess of the stated procurement amount.
