ROI • ProjectWise's process management reduced the design error rate by 90 percent. • Bentley's BIM workflows helped the team reduce 60 percent of the necessary project rework. • The project team defined the standards for engineering, construction, installation, and operation of 220-kilovolt offshore substations, recognized across China as a best practice. Developing the Largest Offshore Wind Project in the World POWERCHINA Henan Engineering Co., Ltd. is a subsidiary of POWERCHINA, an industrial leader in hydropower and water conservancy in China. The organization works in many areas of the renewable energy industry. POWERCHINA provides a full-range of capabilities across the entire project lifecycle, from planning, survey, design, and engineering through to finance, construction, installation, and operation and maintenance. Primarily focusing on power and infrastructure projects, POWERCHINA aims to become a top global leader in renewable energy and a key player in the infrastructure sector. The organization is committed to harmonious business development and creating synergy between business growth and human development. The project team used Bentley software to demonstrate and simulate construction procedures using 3D visualization to help standardize the process. With an increase in government support for offshore wind power projects, a reduction in equipment and installation costs, and the gradual maturity of supporting industries, China's offshore wind power industry finds itself in an accelerated development period. The country is focused on the Jiangsu province with its abundant wind energy resources. Currently, the total capacity of connected grid in Jiangsu is just over 2,200 megawatts, including some newly added capacity. When completed at 4,500 megawatts, the project will be five times larger than London Array, the largest offshore wind farm in the world. Implementing 3D Visualization to Overcome Offshore Project Challenges As part of this massive project, POWERCHINA Henan Engineering Co., Ltd. conducted a feasibility study for offshore substations, which it intends to complete by the end of 2018. The CNY 4 billion projects objective was to set new industry standards for the safe design, installation, and operation of these 220 kilovolt stations located in the sea along the northside of Dafeng, a city in China's eastern Jiangsu province. The organization wanted to standardize the technology used on offshore substations for the wind industry, to keep the power source more efficient and continue to reduce carbon dioxide emissions. The goal was to create a process that can be replicated many times for the many different wind farms, as part of the entire wind power project. Offshore wind projects must weather many adverse operational conditions, such as strong winds, fog, thunderstorms, and massive shoals due to the tides. These conditions make it very difficult to access the project, as well as transfer the equipment. As offshore wind projects battle complicated environments and relatively scattered construction sites, it can also be difficult to precisely count the materials. To overcome these many challenges and meet the project goal, the POWERCHINA Henan Engineering team used Bentley software to demonstrate and simulate construction procedures using 3D visualization. Standardizing the Project's Technology and Improving Site Safety To meet the projects many challenges, POWERCHINA Henan Engineering wanted to standardize all of its technology when working with offshore wind projects. The team decided to use Bentley applications as its platform. One benefit of Bentley applications' 3D visualization capabilities was that the visualization helped the team use its time effectively and standardize its process. Locations for materials entering
