California:

First state to set VOC limits by product type and category. Product categories currently regulated include: Lubricants, Cleaners and Degreasers. Since then, they have amended their regulation several times to include new product sub-categories and to lower some previously established limits.

New in 2007:

Provisions of a recent amendment went into effect 12/31/06 including VOC limits for adhesive removers, electrical cleaners and graffiti removers, among others.

Ozone Transport Commission (OTC):

The OTC board developed a Model Rule for VOC’s in Consumer Products that set VOC limits for various categories of consumer products. States that have adopted the model rule include Delaware, District of Columbia, Maine, Maryland, New Jersey, New York, Pennsylvania and parts of Virginia.

New Hampshire adopted the OTC Model Rule

Lake Michigan Air Director’s Consortium (LADCO):

Composed of states that border Lake Michigan (Indiana, Illinois, Michigan, Ohio and Wisconsin). Although LADCO is not part of OTC, they are using the OTC Model Rule as their Consumer Products VOC Rule.
